If your place is clay then digging up a little will probably hold water like a dish, if you sit it on top then the water can drain through the garden onto the clay layer underneath.
My place is sandy so I need to put plant matter in the ground to try and stop the water from draining away, so far it is working. I also have diverted some water flow from my runoff creek into my garden and this is turning my garden from white sand into brown sand. The mulch is moist, the ground is moist, the microbes live and break down the mulch into food for the plants.

Sounds to me Greg like you have got the natural systems working....after a little help from yourself and the rain.
